Having read tarot semi-professionally (For an RPG - I'm damn good only when I am playing!), some ideas that might work:
Strength - Zeta taming Foot
Fool - Dana, tripping madly on the edge
Magician - Artie (Although Hanged Man might work for him, too)
Devil - Caliban (Go figure...)
Hierophant - ANTONIO SMITH, FORENSIC LINGUIST
World - Helen & Dave's Daughter
Star - Lovelace. Without commenting on the nekkidness of various women, the Star represents the mystical and intellect, insight that is supernatural. An AI that won its emancipation fits well, IMO. ('sides, she's hot... :-P)
The Moon - Wow, this is a tough one. I want to say Lupin, but The Moon is the raw symbol of inspiration and madness - in short, one of the major themes of Narbonic. It could be any of them.
Justice (Maybe Judgment?) - Mel with a BFG
Temperance - Bill Davenport
Traditionally, the 4 suits are a path of progression for aspects of your life - Emotions (Cups), Job / Money (Pentacles), Personal Strength & Power (Rods / Wands), and Social skill and "real world" lessons (Swords). I can see Helen in Cups, Lupin in Pentacles, Dave in Rods, and possibly Artie in Swords, as the "protagonist" in each suit.
For some reason I particularly love the snail. Does it have significance for the card, or is it just there for the awesome?
